This paper presents an overview of the Beijing governments policy and implementation on primary English curriculum reform. TEYL in Beijing is undergoing an important phase of innovation along with challenges featured by differences in quality of teaching and learning between urban and rural areas due to shortage of qualified teachers and high quality materials and technology. Teachers professional development is obviously the key for the success of TEYL (Teaching English to Young Learners). The strategies adopted by the government have effectively helped the implementation although there are still tasks to be fulfilled.
